I found it. I did not know you really had to specify
wxTB_HORIZONTAL|wxNO_BORDER|wxTB_FLAT for it to show.
I am not sure what is the least needed for it to work, but this selcetion
works others don't

I have a toolbar problem. Under Linux it works fine but when executing
under Windows the toolbar is not there. When launching window, it does
as if drawing it a few times then stops and I have no toolbar.
Reduce your program to as small a sample as possible that shows the problem
and send it. SOmebody will then be able to see what you are doing wrong.
