I'm having trouble downloading the boa binaries from SourceForge--it says
the project has "No Files"--

This is a temporary SourceForge issue that impacts all SF projects. Parts of
the SF service have been going offline lately (I'm hoping because of routine
maintenance) and file downloads becoming unavailable is one of the symptoms.
Just check back an hour or two later and you will typically be able to get
what you're looking for.
