I think the usage agreement could be written better, but I think the
line above is pretty clear. I don't believe the line in the agreement
w.r.t. charity organizations & educational use is meant to restrict the
line quoted above. And, as Gary points out, if you want to use it for
commercial work, an appropriate license is only $10.

I was just looking at the "licensing" part of the web page and
hadn't found the actual agreement text.
And, as Gary points out, if you want to use it for
commercial work, an appropriate license is only $10.
That's close enough to gratis for most of us.
