I have it active on "RecentChanges" but I never get any notification email.

Since RecentChanges is not a real page that is edited then I don't there would be any notifications for it. If you want to see all changes then you can use ".*" (without the quotes) to match all page names.

I don't really want all "changes" but would like to get notified when new pages are added.
Is there a option for this, or do I just need to check the RecentChanges page more regularly?

I haven't tried it but there is an RSS icon on the RecentChanges page.
