Check your XP installation disk, in support\tools and see if Windiff.exe and Windiff.chm are there. I know it's been there for some releases. Or look for support.cab in either the OS itself, or in one of the service pack disks.
Or download it from Microsoft, like for example: http://www.microsoft.com/downloads/details.aspx?FamilyID=49ae8576-9bb9-4126-9761-ba8011fabf38&displayLang=en,
although that's for XP Service Pack 2. There's probably a similar link for SP3.
And of course there are many other tools. I just mention this one because it's "standard."
