Unfortunately I face this problem still in Ubuntu 10.04 - in which
version of wxgtk this problem is fixed?
Since the ticket doesn't give details about the fix I can only guess that was done on the trunk, which means that it will be in the 2.9 releases and not the 2.8 releases. You can probably do some archeology work in the Subversion repository to find the actual change and then you can know for sure.
Is there any other way than still using PaintDC to handle this issue?
If you can find the changeset in question then you can probably do something similar in your own code to work around the issue. Reopening the ticket may help.

Uoh. Looking inside "svn log http://svn.wxwidgets.org/svn/wx/wxWidgets/trunk" reveals nothing (I
searched for GCDC (18 matches, but none seems to be releated to this
issue) and "SetAxisOrientation" (no matches)).
