Phoenix can be downloaded and used however you may need to build it from source depending on your work environment. I currently run Phoenix on a couple different machines, but as mentioned it is a work in progress and not all functions / features are available. I don’t have the link to the Phoenix files on hand but a quick google search for wxPython Phoenix should find what you’re looking for.
