Using 2.1.16 on NT4 demo.py also GP's right after the
splash screen.
The only thing new there is the tip window. Try commenting out the
"self.ShowTip(frame)" line in the AfterSplash method and see if that makes a
difference.

Actually this is the behaviour I got when installing 2.1.16 without
first uninstalling 2.1.15.
