A quick answer. "TeX" is a galaxy of tools. Summary:
.tex source ---latex.exe---> DVI
.tex source ---pdflatex.exe---> pdf
.tex source ---latex.exe---> PS ---ps2pdf---> pdf
Fonts: to generate a DVI, the preferred fonts are METAFONT fonts
to generate a PS or a pdf, the preferred fonts are Type1 fonts
