In response to the question of what is FL, the manual describes “FL (Frame Layout), as a class library for managing sophisticated window layout, with panes that can be moved around the main window and customized. FL handles many decoration and dragging issues, giving applications the kind of docking facilities that Visual C++ and Netscape Navigator possess.” FL was written by Aleksandras Gluchovas. FL is apart of the the wxWidgets distribution and can be found in the contrib directory with samples for its use. Our organization uses it extensively to give users the freedom to optimize their workflow in an application.

Does it interoperate with XRC at all?
No, I don't think there are XmlResourceHandlers for those classes, (although they could be written, even from Python.)
