I'll try to extract a sample. Alas, at the moment I am in "frantic mode"
and attempting to get some fancy stuff working by Thurs. for a demo.
I have recently discovered the same phenomenon I described, but involving a
static box sizer. This was solved (after a lot of trial and error) by
enclosing that sizer in *another* horizontal box sizer. Perhaps that will
also solve the problem with the scrolled panel. Ironically, I have now
decided not to use the scrolled panel in my UI for independent reasons.

Nothing in your code jumps out at me as being wrong, could you extract
it out to a small standalone sample that shows just this problem?
