I notice from the release notes that SetSetupDialog was removed from
wxPython in a recent release. However, I haven't found any information
on how to re-work code that calls it.

You don't do anything. wx doesn't support the native print setup dialog any more because Microsoft claims that it is obsolete since win95 and says that only the print dialog should be used now.
