I'm pretty sure it is some weird Windows behavior,
but all the digging I've done on MSDN hasn't turned
up anything. I was just hoping someone might have
a hint...

Really? Are you sure this even has anything to do
with wxPython?
I can only suggest stripping the code down to reach
a minimal program that exposes this behaviour. Hopefully
that is not a very large program.
