Maybe you are running out of resources on Win98. I had the same problem with my application. A quick check for this is to run the Microsoft Resource meter on the Win98 machine before you start your application and then see if it at some points reports out of resources.
I "worked around" the issue by calling the following function after each panel of my application was initialized. I.e. I force the resources to be returned, and for this to work you have to show e.g. a processDialog.
