IIUC that is all that is supported using the normal (simple) Joystick APIs on Windows, and that some other way accessing the device is needed to get full use of the more modern devices. If somebody were to supply a patch for that I expect that it would be accepted, but unless one of the core developers has a personal joystick need it probably won't get done by them.
