Try PyOxide, http://projects.gandreas.com/pyoxide/, which works pretty well for me even though it's still somewhat early days yet. What problems did you have with Boa, though? I recently downloaded the latest release, and it ran. I didn't really test it, though, just started it up briefly.
I must admit, though, I've mostly been developing for Windows lately, but I've been doing my actual coding on my Mac using Smultron (http://smultron.sourceforge.net). It is only a text editor, not an IDE, but it's clean and fast. Then I've been testing over on my PC. Kind of reverse pair programming, two computers and only one human... But it works reasonably well.
I also found useful a python.term file, though I can no longer find its origin. Basically, it's an XML document you associate with Terminal, and then drop an alias for it into your Dock. From there, every time you click it, it automatically starts a nicely formatted Terminal window with an interactive Python instance. I'll email it to you, if you'd like. Let me know.

I've been developing simply by coding in Terminal windows and debugging through "print" statements, which is pretty lame. The PythonIDE for Mac is (as far as I can tell) useless for a GUI app. I've downloaded Dr Python, but it really doesn't seem to work very well. Boa Constructor looks better -- but I can't get it to work at all. (Google turns up messages from two years ago promising a Mac build, but no follow-up.)
Can anyone recommend an editing/debugging environment for OS 10.3.5?
