You are correct. I just tried this on Ubuntu and it does not work. Either that's a bug or some kind of weird "intended" effect under Linux. I recommend an accelerator table in this case.

I noticed (on Ubuntu) that I cannot re-assign keyboard shortcuts to ctrl+tab. I have the option in gnome enabled to allow me to change shortcuts by placing the mouse-over a menu item and pressing the new shortcut, but ctrl+tab won't take.

It's not clear from your description above but if it is not honored in other GTK apps then it is likely an issue (or intended behavior) with GTK or Gnome and there is nothing that wx can do about it.
