It's John Cleese, from an episode of Monty Python's Flying Circus, which is where Python gets its name. IIRC, that image is from one of the scenes where he says "And now for something completely different..." as a break between segments of the show.

It's on the central Oregon coast, near Lincoln City. The water is too cold to swim in without a wet suit, but it's a real nice place otherwise.
