Display tooltip on a disabled button

Is there a way to display a tooltip on a disabled button?

Place the button on a panel by itself, and set the tooltip on the panel as well.
No guarantees that this will work on all platforms, but I just tried it successfully on Win7 (msw 3.0.2 classic).
