Disable Mouse reel on horizontal scrollbar on styled text control

Hello,

I find it very annoying, if I'm accidently on the horizontal scroll
bar, and scroll the mouse, the horizontal scrollbar is moving. Is
there any way to disable that behaviour? (Disable scroll horizontally
with the mouse reel)
