I came across the recent version download for Python WX for OS systems, where the user would have to change the setting to allow dmg files to get downloaded from anywhere. But in this macOS version, in the settings,there is no option for allowing from anywhere. It only provides me two options: Download from 1. Appstore 2. Appstore and licensed websites.
How should I go about this?

It's probably time to switch to Phoenix. The snapshots tend to be pretty
robust and stable, and you don't need to go though Apple's gatekeeper to
install. Phoenix is available as Python wheels located at Index of /Phoenix/snapshot-builds, see the README there for
