For the most part, yes. The last release seems to be July 2007 (Boa Constructor - wxPython GUI Builder - Browse Files at SourceForge.net). It's definitely not very actively developed. Of course, it's open source, so I'm sure Riaan would be happy to have some help.

Although in the videos I think I say it is still being developed, Mike is
right to point out it has been a long time since a release. But there
also has not been any official word that he's abandoned it. I'd like to
think it isn't permanently abandoned, just "hibernating" (it is a boa,
after all). The previous releases had, I think, fairly long gaps in
between, too, so it is possible there could be a new release on the way
at some point. In the meantime, it is nicely functional for me using the
platform I describe in the videos, and so I thought the tutorial was
warranted.

And, as Mike said, it is open source, so community generated
enhancements would be great.

You're right...I haven't seen any official word on it being abandoned. The developer is probably just busy with life.
