No, it's the 2nd position that determines if the release is stable or development, see http://wiki.wxpython.org/index.cgi/ReleaseSeries for details. 2.8.2.x was skipped because there was a big bug discovered in wxWidgets 2.8.2 within hours of the release, so they turned the crank again a few days later for 2.8.3. Since I was in the hospital at the time we just skipped the whole mess.
2) Do you plan to make available a binary distribution for Windows and
Python 2.3?
Yes, see the website. The Python 2.3 build doesn't include support for wx.GraphicsContext, but all the rest is there.
